STRENGTHENING CHIA-HUI POWER STATION’S GENERATION POTENTIAL AND RELIABILITY IN TAIWAN

A major inspection was recently completed by the FieldCore Team at the Chia-Hui Gas-Fired Power Station, in Taiwan. Operating since December 2003, the 670MW combined cycle thermal power plant, located at Ming-Hsiung Hsian in the Chia Yi County, generates electricity to power the Taiwan grid and industrial sector.

Owned by Asia Cement Corporation and operated by the Chiahui Power Corporation, the plant is powered by three GE 7FA-technology gas turbine-generators. Since it’s installation in 2002, GE has steadily increased its output and efficiency over the past decade up to the latest version (Frame 7FA.04 AGP).

To support the customer’s goals to increase the plant’s generation potential and reliability, the GE and FieldCore Team embarked on a major inspection for one 7FA gas turbine, and a new design robust exhaust frame replacement. A project of this scale and complexity would typically take up to two months. But because the customer required a shorter outage period, the site team rose to the challenge and completed the outage within a record duration of 36 days, with high adherence to EHS and Quality standards. Additional aspects of the scope of work include a generator major inspection, installation of the GCM-X & GHM generator monitoring system, as well as an auxiliary module overhaul.

The customer lauded the project team for their excellent outage leadership, quick response to field issues, and implementation of EHS initiatives such as daily toolbox kick-off meetings, plans for lock-out-tag-out, lifting and foreign material exclusion, hazard hunts and overall good housekeeping.

Being the first project in the world involving the replacement of a GE 7FA NPI robust exhaust frame, the outage marks a significant milestone for GE, FieldCore and the Chiahui Power Corporation. The exhaust system represents a major element of plant maintenance over the next decade and will certainly help GE and FieldCore customers achieve new heights in plant efficiencies.
